The establishment process of Poltekad Kodiklat TNI AD, began with the establishment of Instek TNI AD, which is a technology education institution within the TNI AD environment. The background to the establishment of Instek TNI AD began with the presence of the Rapier Missile System made by British Aerospace, England, in the ranks of the TNI AD. In accordance with the leadership policy at that time, the procurement of the Rapier Missile System had a dual purpose, namely the procurement of a low-level air defense force package and technology transfer for the TNI AD. The procurement of the air defense force package was realized with the establishment of four Rapier Missile Arhanud Detachments in Arun, Bontang, Cikupa and Dumai. Meanwhile, the technology transfer policy within the TNI AD environment was realized with the establishment of the TNI AD Engineering Institute, abbreviated as Instek TNI AD.
